Application of infrared spectrometry in the activities of Fire Rescue Brigade

This diploma work is aimed at the use of infrared spectrometry by Fire Brigade Units of the Czech Republic. A new portable instrument True Defender FT produced by Ahura was used for this purpose. It was lent by the Institute of Citizens´Protection in Lázně Bohdaneč. The goal of this work is to get acquainted with this instrument and to evaluate its ability to identify unknown substances. Experimental part was aimed at the testing of this spectrometer with the help of model sample set, containing samples from real situations solved by members of Fire Brigade Units of the Czech Republic. Possibilities of mobile infrared spectometer True Defender FT and mobile Raman spectometer First Defender are finally compared.

Microplastics and plastics from view of law

Microplastics and plastics from a legal perspective Abstract The dissertation deals with the management of microplastics from a legal point of view, following the ever-increasing pollution of the environment by plastics. The issue of microplastics has not yet been dealt with at this level in the Czech environment. The dissertation is not aiming only at the management of primary microplastics, which is most often dealt with by existing legislation at the level of individual states, but also at the management of secondary microplastics, which have been so far legally dealt with only by indirect regulation (through limiting plastic waste as a source of this type microplastics). The aim of the work is primarily to create an overview of the existing legislation of the management of microplastics at the international and European level (including individual legislation of the EU member states). Based on this overview is made an analysis of this legislation and are formulated proposals and recommendations for improving the management of microplastics, especially to limit their release into the environment. Possibilities of misuse of selected chemical warfare agents in a terrorist attack in the Czech Republic

The bachelor's thesis deals with the issue of the misuse of chemical warfare agents in a terrorist attack. In the theoretical part, the terms terrorism, chemical terrorism, dangerous chemical substances and mixtures and chemical warfare agents were defined on the basis of legal regulations and professional literature. Furthermore, chemical warfare agents are described in detail, the possibilities of their spread, effects of use and, based on a theoretical study of sources, a list of serious terrorist acts in which chemical agents have been used and the current security situation in the fight against chemical terrorism in the Czech Republic. In the practical part, selected BCHL were evaluated on the basis of significant kriteria and simulated a terrorist attack in the Prague metro. The aim of the work was to evaluate the possibilities of misuse of selected BCHL in a terrorist attack and to answer the research question whether the use of chemical terrorism in the Czech Republic is currently a threat. Based on the obtained results, it can be stated that chemical terrorism is currently a threat in the Czech Republic. The reason is the relatively easy availability of these substances, the low financial costs of carrying out an attack and the minimum requirements for the expertise of attackers. Qualified persons in the field of occupational risks Abstract Qualified persons in the field of occupational risks are persons dealing with different levels of risk, different extent and type of risks. In this set is not only the person for health and safety, but there are other qualified persons as well. For example, a qualified person who provides and performs the ccupational health services, a qualified person for fire protection, a construction safety coordinator, as well as an inspection technician of dedicated technical equipment, etc. A key qualified person in occupational risk and health and safety prevention is a person who assist employers in occupational risk prevention by managing risk identification, providing risk assesments, identification of source and risks causes and incidents. This person takes care about risk factors on worplaces such as microclima, chemical and biological hazards, noise, ergonomy and many others risks and continuosly advises employers of identificated risk on workplaces. He leads as a expert in health and safety, but not responsible, for applying right and effective principles of work safety and accident prevention and provide high qualified consultating job for employers. Legal Regulation of the Placing of Hazardous Chemical Substances and Mixtures on the Market in European Union Environmental Law Abstract: The aim of the thesis was to explore the main features of the legal regulation of the placing of hazardous chemical substances and mixtures on the market in European Union environmental law, namely those features which significantly affect the achievement of a high level of protection of human health and the environment. In order to fulfil this aim, two regulatory regimes governing the placing on the market of substances and mixtures were analysed: a general one, mainly represented by the REACH Regulation (No. 1907/2006) and the CLP Regulation (No. 1272/2008), and a special one, where the Plant Protection Products Regulation (No. 1107/2009) was the object of analysis. The thesis first deals with general issues of the regulation of hazardous substances and mixtures: the role of private and public law, the phenomenon of the so-called proceduralisation of environmental law and the definition of basic terms (including a detailed analysis of the concepts of hazard, hazardous properties, risk and related terms).
